STF: payment parity for retired public employees of extinguished departments

On August 28, 2014, Brazilian Supreme Court rejected Recurso Extraordinário [High Court Appeal] n. 677.730/RS, with general repercussion effect, filed by the Federal Government against a decision issued by the TRF4, which recognized the right of retired public employees and retirees of the extinguished DNER [National Highway Department] to receive identical benefits offered to active employees taken by DNIT [National Department of Infrastructure and Transportation]. V Brazil Infrastructure Investments Forum – NYC

The fifth edition of Brazil Infrastructure Investments Forum happened on November 5. Harvard Club’s hall was packed during the whole seminar, composed by two debate panels (one regarding infrastructure sectors and the other on international arbitration) and one closing conference rendered by Minister João Otávio de Noronha, from STJ. Check out the presentations of Fernando Fonseca (ports), Cesar Cunha Campos (airports), Maurício Portugal Ribeiro (PPP) and Marçal Justen Filho (railways). Book release: Direito Urbanístico Contratual

Lumen Juris Publishing House recently released the book Direito Urbanístico Contratual: dos atos de negócio aos contratos de gestão urbana [Urban Contractual Law: business acts and contracts of urban management] written by attorney Guilherme F. Dias Reisdorfer. The book consists on a revised and improved version of the author’s master program thesis, defended at the University of São Paulo. The contractual instruments involved in the relation between the Government and the private sector are analyzed in the book, focused on developing solutions related to the employment of private property and the management of shared assets, infrastructures and urban public services. International Public Procurement (Fiesole, December 15 and 16)

On December 15and 16, Cesar A. Guimarães Pereira and Rafael Wallbach Schwind will be panelists on a seminar entitled The Internationalization of Government Procurement Regulation, on European University Institute (EUI), in Fiesole, Italy. The program agenda and other information about how to register are available at EUI website. Rafael Wallbach Schwind is the author of Licitações Internacionais [International Public Procurement] (Fórum, 2nd Edition). Cesar A. Guimarães Pereira gave a lecture about Brazilian public procurement regime and the GPA/OMC at George Washington University (Washington, DC) last November 4.

10 years of PPP Act – OAB/PR (Curitiba, December 12)

The Commission for Public Management and Government Control of OAB-PR [Brazilian Bar Association] will throw a meeting, opened to the public, in order to debate Public, Private Partnerships. Fernão Justen de Oliveira will lecture on 10 years of Public, Private Partnerships Act. The event will take place at OAB/PR in Curitiba (Rua Brasilino Moura, n. 253), at 10:30am. Book release: Tratado de Direito Administrativo (São Paulo, December 10)

The release event of the book collection entitled Tratado de Direito Administrativo [Administative Law Treaty] will take place in São Paulo on December 10. The collection was organized by Maria Sylvia Zanella Di Pietro and published by RT Thompson Reuters. The event will start at 7pm at FNAC book store located at Avenida Paulista. The collection, which holds 7 volumes, covers the whole theory and praxis of Brazilian administrative law. Attorney Aline Lícia Klein is the cowriter of volume 4 “Administrative roles of State” together with Floriano de Azevedo Marques Neto. STJ: direct award of attorney services

Superior Court of Justice presented relevant innovations on the understanding about direct award of attorney services on the ruling of Recurso Especial [High Court Appeal] n. 1.192.332/RS, rendered on December, 2013. The subject was analyzed in an article published by Cesar A. Guimarães Pereira on Revista de Direito Administrativo Contemporâneo [Contemporary Administrative Law Review] (ReDAC.
