Early December 2013, the Brazilian federal government approved the National Plan for Basic Sanitation – Plansab which provides for the sector investments targets until 2033. The subjetc is examined by Diogo Gomes Ribeiro Albaneze.
EOIs in Sorocaba
The City Hall of Sorocaba announced, late December 2013, its intention to publish two Expressions of Interest (EOIs) procedures aimed at checking the feasibility of developing public-private partnerships for the areas of urban mobility and health care. The EOIs will focus on the BUS Rapid Transit-BRT and the Hospital de Clínicas de Sorocaba projects. In addition to these projects, the municipality is studying the possibility of establishing other PPPs in the sectors of public energy, solid waste and reurbanization. The City Hall estimates the period of 130 (one hundred and thirty) days for the development of the projects by the companies registered in the EOIs and provides for a compensation cap of R$4.7 million for the BRT and R$6.5 million for the hospital project.
The constitutional grounds of regulatory impact analysis (RIA)
Regulatory Impact Analysis (RIA) constitutes a relevant analytical tool for the regulatory activity of the State. Its application is grounded in the Constitution itself. The principles of the Republic, transparency, efficiency, reasoning, proportionality, accountability of public officers and the fundamental guarantee of good Administration require its application in the regulatory activities of the State. CISG in Curitiba II: special practical classes for judges and practitioners (February, 2014)
From February 10 through 25, EMAP, CAM-FIEP and CISG Brasil, with the support of the Brazil Infrastructure Institute, will offer to judges, practitioners and the legal community a practical course on the CISG. The program will enable such professionals to face the challenge of having to interpret and apply an international uniform law that will be in force in Brazil as of April, 2014. Cesar A. CISG in Curitiba, Brazil: internacional conference (March, 2014)
Curitiba will host on March 19 and 20 the international conference “CISG and Brazil”, which will bring to Brazil more than forty speakers from several countries, among them some of the most renowned specialists in international contracts. The event is an initiative of CAM-CCBC, STJ/CJF and TRF-4/EMAGIS, among other organizations. The keynote speaker will be professor Ingeborg Schwenzer, from the University of Basel. The event is under the scientific coordination of Cesar A. Guimarães Pereira, who will participate in the panel “Hot Topics on the CISG”.
