Federal Supreme Court begins trial on the Precatory Writ Constitutional Amendment

On October 6th the Federal Supreme Court began the trial on Constitutional Amendment 62/2009, which established a special regime for the payment order of the precatory writs owed by the Public Treasury. Minister Carlos Ayres Britto, the reporting minister on the Direct Action of Unconstitutionality filed against the amendment, has recognized a breach in the due legislative process and the unconstitutionality of several clauses in the new framework. Public Hearing discusses new Government Bidding Bill

On September 21st the Constitution and Justice and Citizenship Commission of the Chamber of Deputies held a Public Hearing on Federal Senate Bill 1.292/1995, which proposes changes to Law 8.666 (Bidding and Government Contracts Law). Specialization Course: Administrative Procedure and Judicial Review

October 14th marks the start of the specialization course on administrative procedure and judicial review. The course will feature a lecture on Judicial Review of Public Bids by Cesar A. Guimar�es Pereira and counts with Eduardo Talamini as one of its organizers. Those interested can still enroll in the course.

5º Corporate Counsel Exchange

Cesar A. Guimar�es Pereira will speak on Brazilian Law from the point of view of investors and foreign suppliers on October 16th, in Amsterdam. Fern�o Justen de Oliveira will also represent the firm in the event. The full schedule of the event can be accessed here.

Columbia Law School (International Arbitration)

On October 19th, Mar�al Justen Filho and Cesar A. Guimar�es Pereira will be in New York for the Arbitration in Brazil seminar, presenting lectures on ?The Brazilian State and Public Interest in Arbitration? and ?Arbitration within Public and Private Partnerships?, respectively. The event was organized by the Columbia International Arbitration Association, and will also feature Maur�cio Gomm Santos (Smith International Law), Lu�s Martinez (ICDR) and Minister Jo�o Ot�vio de Noronha (Superior Court of Justice ? STJ).rn

II Brazil Infrastructure Investments Forum (NY – October 20th, 2011)

There are only a few days left before the seminar organized by the Brazilian-American Chamber of Commerce (BACC) and by Editora F�rum, with the support and participation of Justen, Pereira, Oliveira & Talamini. Among the speakers are the Ministers Benjamin Zymler (Brazilian Court of Audits – TCU), Jo�o Ot�vio de Noronha (Superior Court of Justice – STJ) and M�rcio Fortes (Public Olympic Authority ? APO), along with American and Brazilian experts. Mar�al Justen Filho is scheduled to give a lecture on the transportation and logistics sectors. The event will also mark the release of the revised and expanded second edition of Infrastructure Law of Brazil, edited by Mar�al Justen Filho and Cesar A. Guimar�es Pereira.
