Legal Framework for Science, Technology and Innovation (Law 13.243/2016): the impact on public biddings and public procurement

Law 13.243, enacted on January 11th of 2016, made significant changes in the public biddings and public procurement provided for in Law 8.666 (Biddings and Public Procurement Law), Law 12.462 (Differential Public Procurement Regime) and Law 10.973 (Innovation Law). PPP and public lighting

The issue of street lighting and the regime of providing such public service have received more attention since the recognition by ANEEL (National Electricity Agency) of the municipal competence and responsibility for this sector assets. The concession of the service to the private sector, as an administrative concession, has been considered one of the solutions to the issue. The (nearly) ninety years of Macunaíma

Marçal Justen Filho has published an article in the law column of Jornal Gazeta do Povo, in which he draws a parallel between the work of Mário de Andrade, called Macunaíma, and the several cases of corruption that have been frequently reported in the media. The text is a reflection on the role and relevance of each individual to identify and especially take the corresponding share of responsibility for current ethical deviations.

Willem C. Vis and book launch: Brazil Infrastructure Law and CISG and Latin America

On February 26th and 27th, Cesar Pereira will participate as arbitrator in the Pre-Moots of ICDR (International Center for Dispute Resolution) and NYU (New York University), in New York. They are preparatory events for the international competitions called Vis East (Hong Kong) and Willem C. Vis Moot (Vienna). On March 20th, during the competition in Vienna, Eleven International Publishing will release the books Brazil Infrastructure Law and CISG and Latin America, which are co-organized by Marçal Justen Filho and Cesar Pereira. The books are part of the International Commerce & Arbitration series and will soon be available for online purchase.

Public Biddings and the challenge of external control

On February 16th, Marçal Justen Filho gave a lecture on Public Biddings and the challenge of external control during the opening of the Episteme Program, which is a continuous refresh program on public law and external control of the Federal Court of Accounts’ public officials.
