Government contract: “breach” and the remedies available to private parties

The noncompliance of government contracts by the government itself affects the execution of various works and essential services. Decrees providing for late payments by the government, as a rule edited concomitantly to the investiture of new elected office agents, surprise the private parties who, for their part, are obliged to follow the contract rules strictly despite having no retribution. However, even if there`s some sort of effort to make the acts of suspending payments due seem lawful, Law 8.666/93 not only prohibits this practice, when unjustified, but it states how private parties may be compensated.
